About the Procurement Office

Who we are, how city purchasing works, and how to reach us.

What We Do

The City of Westbridge Procurement Office manages competitive purchasing for all city departments: public works, transportation, parks, utilities, public safety, and administration. We publish solicitations, run fair and open competitions, recommend awards, and administer the resulting contracts.

This portal exists so that anyone can see how the city spends public money. Every published solicitation, award decision, bid tabulation, contract, and change order is available here without an account. Vendors use the same portal to find work and submit bids at no cost.

Purchasing follows the Westbridge Municipal Code and Ohio law. Purchases above the formal bid threshold are competitively solicited. Sealed bids remain sealed until the submission deadline has passed and an authorized officer has recorded the bid opening. Evaluation scores are recorded before any award recommendation is made.

How to Do Business with the City

  1. Register

    Create a free vendor account and complete your company profile once. Your licenses, insurance certificates, and W-9 stay on file and attach to future bids automatically.

  2. Find opportunities

    Browse open solicitations by department, category, or keyword. Each listing includes a plain language summary of what the city needs, the estimated contract size, and every deadline.

  3. Ask questions

    Submit questions through the portal before the question deadline. Answers are published to all bidders with your company identity withheld, so no bidder gains an information advantage.

  4. Submit your bid

    Complete the bid form, upload required documents, and submit before the deadline. You receive a confirmation number immediately. Sealed bids stay sealed until the deadline has passed and an authorized officer has recorded the bid opening.

  5. Award and contract

    After evaluation, the city publishes the award decision, the bid tabulation, and the selection rationale. The winning vendor signs a contract, and every change order is posted publicly.

Privacy

Browsing this portal requires no account and collects no personal information beyond standard server logs. Vendor accounts store the business information you provide: company details, contact information, and documents needed to bid.

Vendor contact details are visible to procurement staff and are not published on the public portal. Questions you submit on a solicitation are published with your company identity withheld. Sealed bid contents are hidden from everyone, including city staff, until the submission deadline has passed and an authorized officer has recorded the bid opening. The city does not sell or share vendor information for commercial purposes.

Public Records Requests

Procurement records are public records under Ohio law. You can download a records packet for any published solicitation from the Public Records page. The packet includes the solicitation, addenda, published questions and answers, the document list, and the award decision when one has been published. The bid tabulation is included when the award is public. Sealed bids are not in the file.

The packet does not include correspondence that was never entered in the portal. You can still ask the Procurement Office for those records by email or mail. Describe the records as specifically as you can. The city responds within a reasonable time and charges only the actual cost of copies. Procurement records are retained for 6 years. City of Westbridge is fictional, and the packets are demonstration records.

Terms of Use

The information on this portal is provided as a public service. The city works to keep it accurate and current, but the official record of any solicitation or contract is the executed document on file with the Procurement Office. If this site and an official document disagree, the official document controls.

Solicitation documents are provided for the purpose of preparing a response. Submitting a bid constitutes agreement to the terms stated in the solicitation. Automated scraping that degrades the service for other users is not permitted. Contract, spending, and vendor spreadsheets are on the procurement data pages. A records packet for each published solicitation is on the Public Records page.
